I rarely use ebay shipping label mainly because Im never around a printer. My last sale I did use it and it appears that I selected it as an option. Apparently buyer was charged $14 and change and the label actually cost $7.95 ( i didnt check ) Ill refund the difference. Can someone tell me why it charged the buyer more? Also what is the transaction fee about?

Your buyer was charged the USPS retail rate and you paid the ebay discounted rate. This can be a source of revenue although some will argue the fact.
When you buy an ebay label there is a check box "don't show postage cost" or something like that, if you would have used it this may have never come up
Transaction fee is just an ebay thing 30 (under $10) or 40 ($10 & above) Cents per transaction

if the buyer paid the amount shown in the listing, they knew what the shipping was and was not overcharged.
