Hey, Yesterday I got my first return request, the buyer claims the item was not functional. I doubt that but there is nothing I can do. I accepted the return, but I have yet to issue a refund. Do I refund him all the money including shipping? I already paid for a return label, but I'm not sure how that works. Can someone explain what I should do in this situation and what the buyer should do? Thanks

You only refund the buyer AFTER you get the item back...and yes, sorry to say, shipping cost need to be refunded too since the buyer probably opened an item not as described case (defective).
If you do not get the item back, you do not refund the buyer.

Once the buyer prints out the return shipping label and takes the package to the post office, you should see in the Returns Request that the item is in transit. When tracking shows DELIVERED, you should see that in the Returns Request as well. Once you see that, you have 2 days (which I believe has now been changed to 5 days) in order to refund your buyer.
If the item is fully functional, you can relist the item. Since the buyer used a false reason for the return, you can use the REPORT BUYER link. ebay keeps track of buyers who misuse the MBG to get free return shipping.

Yes, if you had approved his return request, the buyer gets a pre-paid (by you) shipping label that he prints out & sends your item back.
