I am Japanese
The other day I bought second hand camera and lens from German buyer. But it was a thing different from images and explanations, so I paid for shipping and returned. A few days later, I confirmed that the display of the post office in Germany changed to "arrival", so I asked a German buyer for a refund. Then he said that he did not arrive. I applied for PayPal soon. PayPal confirmed the postal procedure etc, and as a result, the price was refunded to me. However, after several days the goods have been returned to me. The reason said it was written that the buyer did not receive it. On the same day, a German buyer requested a return. It costs $ 260 for cameras and lenses I bought, and $ 60 for returns. Returning the item to him again will cost $ 120. Returned from Japan seems to be the burden of the buyer even if the other party is wrong.
I wonder what I should do.

To be clear, you bought the camera from a German seller. You are the buyer.
So you followed all the proper procedures and were refunded. But the German seller did not retrieve the package that you returned to him so it was sent back to you as the sender.
Now the seller wants you to pay to return it a second time. You are not responsible for that. If It were me, I would tell the seller to send me the postage costs and then I would return it.

I wouldn't do anything. You've been refunded.

Thank you very much.
I think carefully and draw conclusions.

Thank you very much.
I should have charged a shipping cost from the beginning. I will negotiate. Well, the other party is willing to do it deliberately, I have a feeling that I will not be paid.

Your gut feeling is usually 99.9% correct - travel lightly here - if they do not send back shipping costs - you are not going to ship it out a second time on your dime.

Thank you very much. Looking at the evaluation of his store in google, there are many troubles.
Always check the seller's feedback comments before buying~actually read them to see what they say. Then you can make an informed buying decision and avoid problems that you see in their feedback. That's what the comments are there for.
Checking the feedback after you have a problem solves nothing. You have already chosen to buy without doing your buyer's due diligence. And opening too many cases can cause you to lose your Buyer's Protection and possibly your buying privileges.
Sorry.
