The buyer refused package that arrived after Christmas because they no longer wanted it. Purchased on the 15th, mailed on the 15th it was never going to get there by Christmas in these USPS times. Package was refused delivery on the 30th. When the package gets back to me do I owe a full refund including postage? They did open an item not received case and it does not show delivered because they refused it but tracking does show delivery refused.

Technically they voided their money back guarantee privileges.
You can refund for the item amount only and withhold shipping. That said, there is nothing to stop them from going to Paypal or their credit/debit card and doing a chargeback for the remaining balance.
Me? I would just refund their entire payment and be done with it, but ONLY when you receive the item back. Refused packages can take a very long time to be returned.
Do NOTHING until you have the package back and verify that it is the same item that you sent.

You don't owe them anything since they opted themselves out of the MBG.
I would only offer to re-ship the item at their expense.

Be nice and refund. You want a fight or to be done once you receive it back? It was such a small amount.
Buyer could have received and then opened a case for not as described since it was not received in the listings stated / described time. Then you would be responsible for return postage too.
Things are a mess, difficult, unfair with this USPS shipping fiasco. It's part of the nonsense right now and other sellers having same issue.

Just refund them once the item is delivered back to you. Don't waste your time fighting it. This happens every year. I had a $150 order that was placed on the 21st with estimated delivery of the 28th, so there should have been no expectation of it arriving before Christmas. It was delivered early on the 26th and the buyer opened a return claiming it was late and they could no longer give it as a gift. There will always be unreasonable buyers. Hopefully you got some extra sales though that make up for it.

If not taken care of buyer will start the process with an ebay fight or take it to their credit card company to fight.

Package arrived after Christmas. Buyer doesnt want it. It's part of what happened with USPS, selling, ebay, etc.
Cant force a buyer to keep your stuff.
Well I guess You can but most sellers want to move on and be done with it.

If there is no additional shipping cost for the return then it seems like that would give the seller a break and as such could be happy and just refund the buyer. From another angle it seems like the buyer, if they had wanted to, they could have filed a SNAD case and the seller would be stuck with return shipping cost and the full refund. {Remember the "lovely" eBay rule: the EDD becomes part of the listing and missing it IS a valid reason for a SNAD} So from that perspective, perhaps a "refused" could be considered a bit of a win? 😌 Wouldn't a "refused" avoid a SNAD ding to the metrics too?
For me as a seller I am happy to refund as I have contingency funds set aside for such and perhaps I make a less disgruntled buyer, which either helps me or another eBay seller. My jaded view of what customer service means? 😎 I guess I have gotten to a point where I have decided not to expend any emotional energy on returns - just work them into the business plan and execute it as they come.
Do I like? Is it "fair?" No and probably not, but hey!

Only if it was shipped media mail or there was insufficient postage to begin with.
I sell mostly books on my main. If I see a book come back refused, I abandon it.
I am more than happy to gruntle bad buyers, the more of them that leave and never come back the better off the rest of us are.
I don't care that ebay wants ALL THE BUYERS because I want to thin the herd.
