I sent a package to France via eBay international standard delivery. (I dropped the package off at usps). The buyer put the wrong name and is not able to retrieve the package. She went to the post office and they said I need to contact the customs authorities through eBay. I tried googling but can’t find ‘custom authorities’. Do I contact eBay or usps? I have to be quick otherwise the package will get sent back to the US

I don't think you can do anything. It is the buyer's responsibility to have the correct name and address on the order BEFORE they pay. They need to get whoever IS on the address to get it for them, I guess.
If it comes back to you, you will need to refund. But that can take a long time. I think a delivery attempt counts as a delivery, so I wouldn't stress too much.

Seems to me since the buyer forgot to change the name on the shipping address, they should contact the person whose name they used to make to purchase go with them to pick up the item.
The name and address of the person on the order would be on the buyer’s purchase history.
