EDIT: PROBLEM SOLVED - Did it through order details
As title states buyer paid and decided he wanted local pickup. I refunded for shipping and a bulk discount on the items he purchased. Where can I mark mark item as shipped/received or swap to local delivery/pickup? Do I need to contact ebay or something?

Keep in mind @wardoom69 if you get a dishonest buyer that files a non-receipt claim, you'll be forced to refund. Most buyers are honest and hopefully yours is one of the good ones.
Because you just marked as shipped with no tracking, you may see a hit on your seller performance standards for "tracking uploaded on time and validated."
For future reference, the way to do this that includes seller protections is cancel the sale and relist with local pickup (LPU) only, then the buyer can repurchase.
When a listing is set up with LPU it will generate a QR code you can scan when the buyer picks it up.
