I have a customer who i sold a part to and he says its defective but will not return it. Ive offered to pay for shipping and everything and he insists he wont spend any more time and he just wants a refund.
Obviously i need my product back but can't he leave negative feedback if i dont refund him?

Stop talking.
If your buyer wants a partial refund, your buyer can figure out how to open a return request.

He can leave neg feedback either way. I would stand my ground and insist on a return before doing a refund. He is trying to scam you out of your item and get it for free. I bet it is not defective at all.
Do not fear neg feedback. You can reply to it that he wouldn't return the item. ebay doesn't hold it against you and niether do buyers if you answer reasonably.

I agree. This sounds like someone who hopes you will just throw a refund their way to shut them up. Until a return request or dispute is opened-say NOTHING.

The Money Back Guarantee allows a Return for Refund on defective (NAD) items. No return, no refund. Tell your buyer that if the part is defective, you'll gladly accept the item for a return, and when you receive the item back, you will happily issue a refund.
Even though you state that you don't offer returns, eBay's MBG overrides your policy, so you have to let him him return it if it really is defective.
Since it looks like he's trying to scam you at least for a partial refund, he probably will not open a return case. Let him leave negative feedback if he wants. It no longer impacts your DSR, and what is more important is the feedback you leave for others.

Your only reply to any buyer who has a problem of any kind with any product of yours is:
Dear Buyer,
I am sorry if you are unhappy with your purchase, please return for a refund.

(do not even edit out buyer/seller with actual userID's, leave it just like that)
Then when the buyer comes back with "no but this blablablabla" and three pages of rant and text?
First you wait until the next day, then reply with:
Dear Buyer,
I am sorry if you are unhappy with your purchase, please return for a refund.
Thank you,
Seller
And keep replying with that.
To everything and anything they say.
And if they return nothing, they get no refund.
And if they leave you a negative, you wear it like a battle scar (and you keep their money).
