A buyer messaged me telling me that the envelope was open and there was nothing inside and that he gave it back to the carrier. Upon checking tracking it does not show it ever being refused but instead shows it was successfully delivered.
What should I do?

your best course of action would be to use the MBG. I am not sure if you sent an envleope or package but if it had tracking then you need to let the buyer make the next move.
if the buyer opens a claim you can respond to it.that is all you can do for now.messages do not mean anything.
claims are where its hashed out.not in messages.....its up to your buyer to do something .
if he claims he got an empty envelope there is not much to be done.if the claim is they did not get anything then you have proof of delivery.
please come back and let us know what tye of claim they file if it happens

well since the USPS is a mess and seems to avoid scans: you might want to think about it all.
Though so far no tracking back says no item shipped or returned back.
Tracking may change.
If the item cost is low: eat it and move on;
If high well so far it shows you delivered the item and can fight it that way.
Oh and just saying:
Try for better containment for shipping. such as BOX, instead of envelope.
Slows down such problems.

Nothing. If the buyer opens an item not received claim, provide the tracking number showing delivery and have the case closed in your favor.

Reply to buyer that USPS currently indicates the mail article as having been delivered & suggest that buyer consider contacting USPS in this matter.
