Have buyer send you pictures of the box and any carrier notices attached to it.
Tell buyer to hold onto everything while you get the postal inspectors involved and make a police report.
Was the item insured for the full value?
Did the carrier get a signature for the delivery?

For any buyers claiming to get an empty box they need to be told to prevent mail fraud sellers are notified and receives a shipping cost adjustment from the PO if the weight of the package does not match that of the shipping label. It's no longer done by sight, it's computerized by the Automated Package Verification system.
Granted you don't get notified by USPS until weeks later but the thought may likely scare a scammer away.

After the first empty box claim that would have been enough for me to stop selling expensive items online.
Probably won't help much but see what you can find out from the buyers PO?
Some things are just not worth trying to sell online.

Assure your buyer the item was sent, and you take this matter very seriously. Tell him you are working with the USPS to get weight and GPS location of delivery. Ask the buyer to keep all original packaging as received. Ask the buyer to please note details of who and where the package was received and if someone could have already opened the package by mistake.
Ask your buyer to please cooperate with any police and postal investigators to determine what happened. Let your buyer know you report any and all cases of possible theft and fraud to police at your location and destination police as well as postal authorities.
If the buyer files an item not as described case, eBay will most likely not support you. If you have police reports, eBay could possibly give you a courtesy refund if you appeal a buyer refund. You may have a better case with small claims court or Judge Judy.
The buyer may not want to mess with a police/postal report being filed on them and not purse with an eBay claim if they haven't already. They could even report someone opened the package by mistake and now have the item.
