Buyer did not pay for the item but has requested a return from Ebay. She does not have the item to return as it was never paid for. The Ebay system won't let me cancel the order because there is a return request on the unpaid item? The order is international and the lady does not want to pay the import fees and international shipping. What should I do?
Respond to her complaint saying she never paid for the item, so the item was never sent to her. Just make sure you have a paper trail for when ebay reviews her case if she escalates it, which she probably will.
In the meantime, contact ebay and describe your problem. They may be able to cancel her complaint, so that you can file a case against her for not paying.

I've had something similar happen. It was an international sale as well. The buyer never paid and it even went through the unpaid case process. Somehow the buyer was able to file an item not received case. I just called ebay and they were able to see they never paid and closed in my favor.
