Buyer Trying to Disable Global Shipping

How do I disable global shipping for myself as a buyer? I need to buy something but do not want to be charged shipping as there will  be no physical shipment. I have tried looking in online help but cannot find the answer I am looking for. The options to disable this that are mentioned on non-eBay websites do not seem to exist in eBay when I look for them. I have a day at most to commit to buying a particular item but cannot do that if I am going to be forced to pay for shipping I do not need.

That is not possible. Only the seller can choose whether to participate in Global Shipping.

We might be able to help more if you explain why you don't need shipping.

If a seller ships to foreign countries either they ship it directly to the seller or they opt in eBay's Global Shipping Program and ship it there, and then GSP ships it directly to you.
