I am wondering if anyone knows if the buyer can select the shipment options and if we (as sellers) can upload multiple options.

Yes, that is exactly the reason to offer multiple shipping options.
The buyer decides the one they want to use.

Yes, you can add different shipping options, then the buyer can chose the one they want.
