Buyer requested a return. He said he ordered it by mistake. I list as no returns. The problem is, if I accept the return, the buyer pays return shipping. But, how do I get the original shipping deducted from the refund? I offered free shipping, but it obviously was not free for me to ship. I don't see any option to get my original shipping back.

If the original sale included free shipping there is no original shipping to deduct. Your options are to decline the request since you have a No Returns policy or refund the full amount that the buyer originally paid. At least that is the way I understand it.

I would just decline the return request. You don't have to accept a return request for a buyer's remorse reason.

That is correct, your returns policy states No Returns accepted.
You are free to abide by your policy.

If I don't accept the return, can the buyer try to return it again?

decline and block the buyer. I can never understand how anyone "orders an item by mistake". your buyer obviously came to ebay, searched for your item, saw it, bought it and paid for it, but it was a mistake. LOL. at least your buyer was honest and admitted it. most would claim SNAD just to get a free return
