A buyer bought and item from me then he requested to return the item i accepted the return request and provided a shipping label through eBay but the buyer never printed the shipping i provided after 4 day the buyer uploaded a tracking number that wasn't the one i provided through eBay and it showed delivered but i never received the item.. The tracking show's the same City and Zip Code but it was not my address i called USPS and they said the tracking was for another address that is not mine but had the same City And Zip Code and they told me that some people do fraud so I have been trying to contact eBay trough email because of the COVID-19 and they are not accepting any phone calls.. I tried telling the Customer service rep to call USPS and every time they say that i got the item because they are looking just at the City and Zip for the tracking and they refused to help me at all.. I also opened an appeal and they closed it without even checking with USPS or checking the tracking the i provided through eBay.. I lost over $750 because eBay and the customer service are not doing their job right and don't want to work they are helping people commit fraud because they are not professional at all and don't want to work or help us Sellers with fraudulent Buyers and i wish if there is any way to make them help me....

eBay customer service does not have a special interface with the USPS. They only look for "delivered" and the zip code. Since this is a fraudulent return, you need to go to a postmaster, explain the situation, and then get a letter on USPS letterhead that states that the item associated with the tracking number was NOT delivered to your street address. This will be the proof that eBay needs in order to win an appeal.
Also, report the buyer on the eBay platform as a thief using the "same zip code mail fraud".

Hi there thank you for your help I have went to postoffice and the postmaster said that ebay can contact them and he told me that he cant write me a paper but he printed the tracking with the shipping tracking that show's the street address and from where it was sent and Class/service of the mail and sent it to ebay and they are telling me that need a letter from the post office that confirms the carrier who was at fault.. And the post office told me that they cant do that and ebay are just not accepting any phone calls so I really dont know what to do at all.

Sorry this happened! You will have to fight to get your money back, but I highly suggest doing so and believe you will be victorious.
1. Ask the Post Office to provide in writing that the package was addressed to the street address it was delivered to (i.e. not your address). eBay probably will not call them.
2. File a police report for theft either online or with your local police station or by calling your local police. I usually file online and it automatically generates a report number and a copy of the report.
3. File a mail fraud report with USPS.
4. File an internet crime complaint - https://www.ic3.gov/default.aspx
5. Contact the buyer and state that you did not receive the item back and that the Post office has provided proof they sent a package to a different address. Let them know they have committed fraud and that you have filed fraud, theft and internet crime reports, so the Post Office, FBI and police will be reaching out to them.
6. Once you have copies of filed complaints and reports with associated numbers, contact eBay via email, Facebook and Twitter to appeal.

Thank you so much for the helpful information I just did a police report and went today to a Postmaster and asked them if they can provide me with evidence that it was mailed to a different address they couldn't write me a letter but they gave me an intranet report but not all of it just to prove that it was mailed to a different address and sent it to ebay but they told me that I'll have to wait 4-10 days because they sent it to a higher management so fingers crossed 🤞 b hope to get this solved. Thank you so much for your help...

You've gotten good advice, but now I wonder... I have filed claims through the USPS website requesting delivery confirmation. (Different scenario... I was the seller.)
A month ago, I filed one (I'm in TN) at 2:30PM CST on a Friday afternoon... at 6:30PM CST same day a worker from the Portland, OR Post Office phoned me with a confirmation of delivery to the exact address, citing the 'ping' location. USPS followed it with an email.
Would a claim like that not have worked for you in that situation... that the buyer missed your address by about a mile?

Thank you for your help but i tried everything with eBay i got scammed by eBay too.. I have sent them the intranet report that i got from the post maker and sent it to eBay they just kept telling me we have sent it to our back office for review but they never got back to me. I tried contacting them more than once and all they said we sent it to out back office and it will take 14 days so I waited 14 days but nothing from eBay so i contacted them again and THEY SAID I CANT APPEAL BECAUSE I HAVE WAITED MORE THAN 14 DAYS I HAVE REPORTED EBAY FOR BBB AND FBI FRAUD AND POSTOFFICE FRUD but it didn't do me good i just lost my money and product because eBay has to protection for buyers what so ever. The only regret is that i trusted eBay to wait 14 days BUT THEY SCAMMED ME AS THEY BUYER DID. For any one faces the same situation go right away to the Post Master and get your INTRANET REPORT that shows the address where it got delivered to face eBay and PayPal with it and don't make them tell you to wait 14 days just talk to a manager or anyone that really can help because if you don't you will loose like i did.
Thank you all for all the help and information I learned my lesson and this will not happen again because I KNOW NOW WHAT I HAVE TO DO IF THIS EVER HAPPENS AGAIN.
