I charge a set amount for shipping on all my items. One buyer bought 4 items and payed for them as wells as shipping, but put in the notes for me to refund any excess. Am I required to do that? I am so confused.

No, you're not required to do that. If you do not claim to offer combined shipping in your item listings, you are not required to do so.
That being said, if you are going to ship the items together in one package, and your postage cost will be less than that you've collected for all four items, a good seller interested in providing good customer service and developing repeat buyers might consider refunding an appropriate amount.
This is a case where offering free shipping comes in handy . . . just something to think about.

You're not required to, but your last 4 auctions which appear to have been won by the same buyer have about $26-$27 total in shipping.
How much will it cost to actually ship them all together? What if it's $12-$15?
Buyer should've asked about combined shipping before purchase or at least before payment. (You don't get back any selling fees on a voluntary partial refund). But if the buyer paid for all 4 at the same time, they saved you .90 cents in PayPal transaction fees.

if you don't offer combined shipping in your description, you don't have to. i personally would to avoid a negative and because for me it would be the right thing to do. it would have helped if the buyer asked before purchasing though.
