Brazilian buyer are reporting new High cost of taxes. Want to return items / 2 costumer same day

I did not have a problem like this before that two buyers at the same day ask from Brazil that want to return the article because they do not want pay the taxes that are high, unpayable .  For a pair speaker of $39 ( taxes are $200) and for a radio $90 (taxes $160) . luckily, there are no more articles in transit to Brazil.

I have always sold to Brazil in the past and I never had this problem, apparently the collection of taxes has been hardened

I think to avoid or warn the costumers about these possible taxes because this situation of return is not good for buyer or seller -

Buyers who refuse delivery lose their Money Back Guaranty:

Buyer obligations

Generally, the buyer is responsible for accepting the item when it arrives. If the buyer refuses delivery, their claim is not eligible for the eBay Money Back Guarantee.

Exceptions:

• The buyer can provide, via written proof from the carrier, that they refused the package because it arrived empty or was damaged in shipping
• The buyer accepted and opened the package only to determine that it was an empty box
• The item arrived COD because it didn't have enough postage on it

The buyer is responsible for paying any customs and duty fees for international shipping.

Exception:

• The seller overstated the value of the item, which caused customs fees to be higher

I don't get it.  If a buyer is a resident of Brazil (or any other country that charges import or customs fees) is he unaware that his own country is making this charge, not eBay and not the seller?

Wow, just so happens someone asked me to sell them a $20.99 item (listed at a different marketplace) but can buy more, and ship to Brazil as I have that country blocked because my insurer don't insure Brazil. If I am seeing these crazy sky high customs fees are correct, I am so glad, I didn't respond. I treasure my peace of mind.
