First of all, i did not buy this item from ebay, i bought it directly from samsung.com but this situation is one that ebay sellers and buyers are very knowledge with which is why i'm asking this question here, cause yall are very knowledgeable about this kind of stuff so please help me:
Hello, PLEase help me with my recent order of the Samsung 10,000mah battery. I Live in a multi-story co-op apartment building. Fedex tracking says the battery was delivered on 1-16-19 and it was "delivered to front door" according to the status. I was home the whole day and i never heard a doorbell ring or knock on my door. I checked outside my door and there's no package there. I checked the mailbox and lobby on the first floor of my building and there's nothing there. I spoke with my neighbors and checked with people in the adjacent building and they stated they've never seen any package addressed to my apartment. I spoke with my building super and he said he didn't see package for me. The super also stated that he's been getting complaints of fedex losing packages or sending packages to wrong building nearby. He stated people from other building has been giving packages back to him because fedex wrongfully delivered it there when it should have been delivered to our building. He also stated he had to bring packages from our building to other buildings nearby for the same reason.
Now, this is not the first time this happened, I had fedex "Delivered" another online package to me weeks ago that was marked as "delivered to front doot". Now when i didn't find this package in my apartment's front door, i went crazy. I then spoke to people in a nearby building and it turned out FEDEX had left my package on the mailbox lobby of their building, which is the wrong building number!
Now i have had several packages during the last few weeks by UPS and USPS, and none got lost. When UPS' status was marked as "delivered to front door" , IT WAS ACTUALLY IN MY front door. When it was marked as "delivered to mailbox" , IT WAS MY MAILBOX. How hard is it for FEDEX employees to read the **bleep** building and apartment number?
Anyway, I spoke with a samsung rep, REP told me that i had to file a police report and present them with a copy before they could refund me. FIle a police report for a $15 item, i've never filed a police report before, CAN anyone tell me if it's even worth the hassle? Anyone filed a police report for a missing package before? ALso shouldn't Samsung try to file a fedex claim before getting me to file a police report? Also i don't want a refund, i want a replacement cause i need the battery for traveling soon. Anyway, I then asked the samsung rep for a replacement, or to file the fedex claim for me since samsung is the shipper, and she insisted I needed a police report and she couldn't help me further.
So guys please help me with this. I don't know what to do now. Should i file a claim for fedex myself? But if i file the claim, how do i get a refund from fedex or get the item? Should i try to speak to samsung again to try to get them to file a claim for me because this rep i spoke to was outsourced from india, maybe i should talk to an american rep who might be more willing to help? This has never happened to me before so i don't know what do. FEDEX is just **bleep** terrible. PLease Me help, I need this battery soon.

Only the shipper of record (seller) can file an insurance claim with FedEx.

Samsung wants you to file a police report, which you can do.

The way the world of online orders works is once tracking shows "delivered" that means the seller's obligation is finished, the seller at this stage has an obligation to do nothing, it is up to the buyer to locate any missing parcels or packages.
