I could find not way to email Ebay, and their customer service didn't speak English other then a few repeat phrases. The feedback boxes don't allow for a picture so it's hard to explain something like below. I would hope they fix this, but I imagine this has been this way for a long time. I also imagine this post will simply vanish into the void.
The eBay partial refund is not very descriptive at all, it doesn't say the case will be closed, it doesn't say the refund will be immediate, and on the phone application it is even less descriptive. I basically paid someone to take my item, under the impression they would be getting a partial refund when I received item back. No where under partial refund does it say you are giving up the item, or letting the buyer keep it. The prompts do not warn of this either.

If you offer a partial refund, you are saying to the buyer they get to keep the item in the condition it is in and here is a few $ for your trouble.
If you were trying to accept the return and access a restocking fee, they are not allowed anymore.

I now know that after the fact, but the partial return section does not say that at all, nor does it say that in the Iphone app. As you can see in the attached image.
The user reported the item as defective but also said the item worked, so we agreed to return it minus shipping per a typical return. Turns out I basically gave them the item, because the description of partial return is very misleading.

Yes, for a long time ... since the beginning.
The partial refund is not immediate: The buyer has to review the offer first.
Only when the buyer accepts the partial refund offer, the partial refund is issued, the case closes ... and the buyer keeps the item.

I need to clarify, I was not clear in first post.
Your picture is on computer web browser. My issue is related to the Iphone application. (I rarely use the a web browser for eBay).
On the iPhone application it does not include the important text about the customer keeping the item. It simply says offer partial refund without the rest of the text, I can't get a screenshot unless someone else decides to do a return. Likewise if you use the phone app to look at partial refund information my picture is what you get told. So if you're using the phone application you will be completely mislead.

Yea... don’t get the sellers here started on everything that is screwed up about eBay’s phone app. It totally stinks and I ALWAYS tell my buyers to check the desktop site, or at the very least the mobile site. The phone app is trash.
The unfortunate thing is that a high percentage of buyers use their phone to buy on eBay... but ebay doesn’t seem to care to improve on the app. Sorry this happened to you.
