What happens if item was shipped with tracking and it just never gets there..."In transit" 4 ever

So does Ebay take any action if an item was shipped out. USPS tracking provided, but lets face it...USPS is a complete disaster now. Item was shipped out the end of Nov. and it's just always "in transit"....tracking provided but item never gets there...

Seller won't give full refund for cancellation

He says that the shipping fee etc... would have to come out of his own pocket and it wouldn't be fair for him to pay for it. He says it's because ebay and paypal take a cut but why would they take the entire shipping fee as part of their cut?
