This is what happened:

I purchased 4 model cars (diecast models) from this seller 5 days ago.

In his Ad, he would combine shipping cost if i buy multiple items, nearly $18 per each item for shipping cost alone.

Total including shipping came out to be $192 ($68 for shipping total cost from FL to Delaware).

We exchanged many messages for combine shipping and he gave me a new total, $167.

I told him for some reason "request for new total" button in checking out page doesn't work.

He said just pay now and he said he will do the partial refund ($25 in this case) when he ships my order.

I agreed and I paid $192 as he suggested.

A day later he sent me the messages saying completely different:

"Hello, your item has shipped and looking into the shipping and handling it seems you were already charged the combined shipping. I apologize as I thought you meant the shipping for you was 196, not the total. You only payed 68 for the shipping"

Help me out here.....Who would want to pay $196 for shipping alone?

It does NOT make sense here.

$25 is not that big but I feel SO SO angry that I was being manipulated and fooled thinking he will do the refund later.

I am afraid that he would do similar wrong doings to other buyers like me again if he gets away with this this time.

DO you think ebay can help me with this? (I have all the messages we exhanged saved)

What is my best option here?

Call up ebay let them know seller claims he will only refund part of combined shipping cost after you pay in full. But don't trust the seller . I don't trust sellers that will do that ,because I have been burned by one.

Ebay won't help you with this. You basically agreed to the amount you were charged. They won't get involved in this dispute and they can't force the seller issue a partial refund.

Nope OP already paid in full. Ebay can't help him.

He actually did give you a combined shipping total by initially providing you with an $8 shipping discount.

You will unfortunately encounter some ebay sellers who offer a combined discount but then only very slightly discount the Priority Flat Rate shipping of an individual item, when multiple items are then included into one USPS Flat Rate Priority box. ( same size box as for individual item shipment )

A smart seller practice or an example of greed ? Depends upon if you are that seller or the buyer.

However since your seller agreed to accept $167, You are entitled to receive a refund of $25 from the $192 that you paid.

Is this an example of greed or seller mistake ?

You may be entitled to a $25 refund but don't count on ebay to get it for you from your seller. IMO

Now I have no idea how big the items are and if indeed the cost to ship them could be exactly what the seller said, but I might try

Dear Seller,

Your listing stated you would give a combined shipping cost for multiple purchases. $68 wasn't a combined shipping discount. It was the rate for all four individually. When the Request Total button wouldn't work right to provide a combined shipping rate, you told me to go ahead and purchase and you'd refund me $25. I purchased in good faith and based on your word and expect you to act in kind and honor your word.
