BUYER ERROR.....What about PARTIAL REFUNDS

Why can't EBAY, give sellers the ability to PARTIAL REFUNDS.   Buyer demanded refund because remote didn't work on a set of lights.  I paid for return shipping when I received the package, I noticed they failed to remove battery protective strip on remote.    The item worked perfectly.    I don't mind refunding but feel that the BUYER should have to pay for SHIPPING.

Top Rated Plus sellers with free returns, as well as top rated sellers with 30 day returns can issue a partial refund upon return of items if the items are not returned in their original condition, up to 50% deduction.

I understand your frustration. But roll with the punches and move on. If you become top rate and offer free returns then you have some extra options, but the buyer can then raise a stink about it and leave negative feedback. Some things are worth fighting for, this isn't.
