EBay should not let sellers use BlueCare, it's a bogus delivery service.
I ordered trash bags off of eBay 3 days ago.
I received a small envelope last night and it was someone else's mail. Not my Trash bags!
Ebay won't do anything because tracking says the item was delivered on December 3rd.
Now I am out $11.70 for my trash bags.
I tried contacting Bluecare express and they have not replied.
DO NOT TRUST BLUECARE EXPRESS, ITS A SCAM AND NOT A DELIVERY SERVICE AT ALL!
There is NO customer service number. That is another red flag! Stay clear from them.

Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

You're going way overboard @citcat1743 as BlueCare Express is not the issue -- they simply delivered whatever was ordered on Amazon for you, which your seller sent instead of your trash bags.
Don't talk to your seller. Just click the RETURN THIS ITEM button, select WRONG ITEM SENT, and start the return request.
If you don't get a prepaid return label or a full refund, after 3 business days, just come back to click Ask eBay to step in, to get that label or a refund no return needed.

You need to look at the Bill of Lading that accompanied the delivery and see where they are located; you can find the insurance company by putting in their information here https://li-public.fmcsa.dot.gov/LIVIEW/pkg_carrquery.prc_carrlist file a claim against their insurance. Just send the insurance company the details, and you will get paid.
I hope I get my package.
