I'm going to sell a voucher code and this message doesn't let me finish the listing. I selected international shipping and the cost type is flat rate and set the price at $0.00 as it is an online transaction. 

Whatever shipping method I choose, it gives me the same error message. It drives me nuts. 

Does anybody have the same issue?

Have you read ebay's Electronically Delivered items policy? You must get explicit permission from ebay to sell Electronically Delivered items.

You need to choose a 'shipping method' for domestic shipping (shipping to the US) and one method for international shipping. Regardless of your location, when you list on .com  domestic shipping is always treated as shipping to the US.
