First off, I think Ebay needs to place a halt on resolutions/complaints right now based on "lost packages" because USPS is facing historic delays.
Anyway, a buyer claimed his package was "lost" even though the distribution center emailed me to let me know that they had a COVID19 outbreak and that there are delays across the state. I am unable to click "appeal a case" after following the instructions. Is there anything I can do?

I am going to copy and paste. Please try this:
For everyone whose packages are CURRENTLY in limbo (fell off the face of the Earth), please try this method:
1) Go to Missing Mail and Lost Packages | USPS (You will HAVE to create a USPS.com account if you do not have one already, and as a seller, you should have one anyway for this very reason).
2) Scroll down to option 3. Submit a Missing Mail Search Request.
3) Press the blue button that says: "Start your Missing Mail Search."
While I cannot say this will work for my current package that is in limbo, it has worked the previous 2 times I used it. I don't know what it does but surely it alerts the USPS system somehow. Could it be a coincidence that my package decided to have no scans for 14 days after "arriving" at Jersey City, NJ on Dec. 11 and then suddenly arriving and departing Edison, NJ on Dec. 25? SURE. But, I truly think that the Missing packages claim really helps. Even if your package is NOT insured and First Class. I will repeat: it has worked the last 2 times I had packages floating in lala land. You must include a description of items and photos if possible. I always take a picture of my packages now (after they are packed) with the postal label on it. Not sure how necessary this is, because if people can sign up for Informed Delivery (shows a preview of their incoming mail), then surely the USPS has access to this database too.
Best of luck to you all. 2 packages as a seller currently on its way to its final destination (HOPEFULLY) . I won't be relisting until the dust settles. This is too much. I can't imagine the sellers doing this large scale.

Sorry, so the first post may help you LOCATE your package and get it moving. Please contact eBay and speak with them. You need to tell them to put an extension (10 days, they are offering) on your case. Use your phone app and ask for a callback from them. Better to speak with them on phone. You can also ask the rep to make notations about your case and also have them send you everything you discussed in writing.
File that missing package case. It will arrive (you choose if you want it sent to your buyer or yourself).
You can also do Package Intercept which costs money (in the event that you DEFINITELY want your merchandise back) but that costs ~$15. Package Intercept - Stop Delivery of Letter or Package | USPS

I would also recommend taking a photo of the sealed & labeled package before you entrust it into the care & custody of the carrier for delivery.

A photo provides support that a package was correctly addressed,& may facilitate carrier efforts to locate misdelivered parcels, & provided to law enforcement in cases & reporting of stolen packages
