I sell small and light things. When selling international, the lowest price I can find through ebay shipping is $13. I end up sending my international stuff in an envelope with $1.20 postage. Not a bad solution, but I have been downgraded from Top seller to above average for global. Okay, second question, does this downgrade impact my benefits from being a top rated seller for domestic (US)?

Getting downgraded Globally does not impact your TRS Status on .com AT ALL.
Many never get Global TRS because they don't meet the volume requirements especially for the UK or Germany which have their own volume requirements.
Their are alternatives cheaper than USPS for tracked International letters but it's still pretty expensive and not very fast.
Unless you are getting a lot of "lost" or INR claims on these sales I would stick with the cheap plain envelope route. Even then, bump your International flat rate by 50 cents and self-insure.
TRS really isn't that meaningful anyway other than the TRS Plus discount which you will get as long as you retain TRS Status in the US.

I sort of expected these answers. I haven't yet had any issues selling globally and only sell about 5 items a week that way, so I'll just keep the status quo.
