I started keeping a log of issues with no delivery scans for forwarding companies in the Miami area then expanded that to anywhere and residential addresses too. I had a near miss on one going to a customer in Panama via a forwarding company in the Miami area. The route carrier NEVER scanned the package delivered to the Forwarding company. The Buyer filed an INR claim so I reached out to the forwarding company at the suggestion of @krazykats . The company confirmed they got the package, sent it to their customer and had their own delivery confirmation. I messaged the Buyer on day 3 of the INR claim letting them know the forwarding company had confirmed delivery and would they please close the INR claim on eBay, which they did so I dodged that $ 210 bullet.
From reading here it seems this may be a growing issue with USPS and possibly other carriers ... and it could get much worse as we approach the Holiday season.

Over the years I have received many packages that were never scanned delivered. The tracking said out for delivery until the number aged one of the system. USPS does seem to be getting more lax in scanning and updating tracking.
I had to increase my handling time to three days to avoid late shipping dings due to late USPS scans and postings.

The issue is that more Sellers will potentially be losing INR claims because the USPS - eBay system will not update to confirm delivery. eBay needs to step up their game with USPS (an other carriers) in an effort to protect Sellers from losing money and items due to the negligence of a route carrier ... that is just not fair at all to sellers.
