I have had two orders to Guam this year and BOTH of them got inr claims from the buyer. Both times it gets "delayed" from usps and then arrives after the inr claim is closed and buyer is refunded. USPS is no help because the item reads delivered and eBay is no help because the claims are already closed. I ended up just excluding Guam from my shipping locations but its still quite annoying they can get away with this.

The first and only order I shipped to Guam registered an INR. Excluded as well. I hated to do it but I sell some expensive items at times and can't eat that risk.

Does Guam qualify for the EIS program?

I’ve sold to Guam many times and have had quite the opposite experience. Very friendly buyers and fast shipping. Sorry you’ve had issues with Guam.
Haven’t sold to Guam since Fall of last year, but at the time, items shipped like all my US shipments, not EIS.

Thanks for the reply @kickin.assets . I have never had any issues with Guam but i wonder if it does qualify for EIS or not.

You’re so welcome! Things seem to change, many times without notice, so this may too? All I know is that so far all my Guam packages have not shipped/qualified as EIS. 😁

Yea they don't qualify for international shipping. Its considered us territory so usps will ship to them.

Smaller items may go OK. (under 1 pound)
If over 1 pound and going USPS GA there is a good chance it will take a slow boat. I have excluded Guam along with Hawaii and Alaska for items over 1 pound (over 15.99) since the inception of GA.
