An item bought through Global Shipping Program delivered in wrong country

So I bought an item on January 1st through GSP and it was supposed to be delivered on January 14. Once the item left the US, it was going in circles all over Europe only to be delivered in Germany few days ago, which is not my country. I've contacted the seller and there is nothing he can do about it. How do I get a refund?

The seller ships to a US location (if they are a US Seller). Once there it is eBay/Third parties responsibility to get it to you, the Seller cant do anything. Like someone else said open the case.

 

The Global Shipping Program is heavily flawed and often overpriced. Best to avoid using if possible.

File an INR the seller isn’t responsible but GSP will be

Shipments to other countries frequently pass through Germany to get there. Your feedback page shows that you are in Croatia, and there are more flights to Croatia from Germany than from the U.S. I would just wait a bit longer and it will probably turn up. It is not likely to be delivered anywhere in Germany unless there is an address in Germany that is the same as yours.
