COVID-19: Delivery Signature Update We want to do our part to help prevent the spread of COVID-19 in our communities.
That’s why effective immediately, we won’t require you to physically sign for most deliveries made in the U.S. It’s just another way we’re focused on Safety Above All - now, and always.
Visit our COVID-19 customer site for more details and to learn more about how FedEx is responding as this situation evolves.

In other words, if you need a siggy (like sales over $750) do NOT use FedEx. Use another carrier!
Hopefully someone (carriers) will NOT follow suit and drop this requirement.
A response from ebay and Paypal would be nice, but things are moving too fast for those still working to try and even keep up right now.

UPS announced something similar two days ago-
"Today UPS is adapting to new business realities by temporarily modifying the procedures its drivers use for residential and business deliveries. In order to minimize contact with recipients, UPS is modifying its process related to delivery signatures. When a signature is requested by the shipper, UPS drivers will validate and record the name of the recipient of the package in lieu of obtaining a signature. In addition, where adult signature is requested by a shipper, recipients will be required to present identification with proof of age to the driver upon delivery."

Can we hold off shipping items that have a high value until carriers return to normal signature required policy?

Right. Because signatures are so much more important than employee safety. And customer safety.
Get used to it. If more areas go into lockdown it is likely that some classes/types of mail will be curtailed or eliminated completely.
Expect a request that only critical mail be sent.
Big businesses should expect that bulk junk mail will be eliminated for a while.
Direct employee/customer contact will be minimized - as in, no direct signatures. Whether it is replaced with online signatures or some other means remains to be seen.

Yes, a possible tiny ray of sunshine in this mess.

That would be a very sad situation even if only temporarily. 😥
A person's junk mail may someday be treasured by avid junk mail collectors & bring some big $'s, right here on ebay

Don't count on any kind of help from PayPal. Their C-19 page is so unhelpful and lacking in relevant content it's embarrassing. I don't think they are extending additional protections to merchants taking into account the changes with signature confirmation, etc. If they are helping out sellers, perhaps on a case-by-case basis or with an unpublished set of guidelines, they're definitely keeping it on the QT. I'm hoping they will accept what the carriers are providing in terms of tracking delivery scans and the "signature confirmation" where the carriers are just filling in the recipient's name without a formal signature.

Is FedEx still charging shippers for the service that they're no longer preforming?

Here's the full info from the FedEx link:
Temporarily suspending signature required for most deliveries in the U.S.
They are still getting signatures for adult signature required packages which may be something to consider for those shipping high value items with FedEx. Unlike UPS it doesn't list any kind of alternate signature method for standard signature required packages. I assume the FedEx drivers can just drop those packages on somebody's porch and leave with nothing more than the delivery scan.
The approach announced by UPS says their drivers will verify the name of the person accepting the package and the driver will fill out that person's name on their scanner in place of a signature. So it sounds like UPS will still make sure the package is delivered to an individual rather than drop it on the porch and leave, using the driver's entry of the person's name as a replacement for a signature.

USPS just started something similar. I don't know if there is an official announcement to the public available yet, or if there will be.
Carriers enter the name of the person receiving the package or letter that requires signature. If no one is available to receive the package then the standard notice is left for recipient to pick it up at the PO. Carriers are not supposed to be leaving anything that requires a signature if no one is available to receive it.
