I am bumping this for you because this is a scam - and you need better advice on how to proceed.
The seller is scamming you, you will never see the card. Contact eBay on Facebook to see if they can help you claim a refund early, if not go directly to your credit card provider and request a chargeback using the fake shipping as proof you are being set up for a scam. Print out all relevant doc's (date you won/date of tracking etc)

Piggybacking on to @downunder-61 's advice. The best thing to so is to contact the shipping company and see if they can tell you where the package was delivered. Sometimes they may not disclose that info so there is a plan B.
Weight Discrepancy. If the weight was way over or under the typical weight of the item, and if that is in writing. Then ebay is most likely to favor you, especially when the post says something in writing.

Yes, this is definitely a scam. I have a similar experience. I was given a UPS tracking number for a different person and different seller. When I called UPS they told me that the seller for the tracking number is Amazon and the buyer is not me. It was the same zip code though. After a few days the seller was no longer a registered user. I am trying to find a way to alert ebay about this on going scam. My cousin told me that his happened to her on a different website. Call your credit card company and tell them what happened and they will credit you back the money.
