I made a sale a couple weeks ago, and eventually heard back from the buyer that the item had been damaged in shipping, so they would like to return the item and have their money refunded. Based on their asking, I assumed I forgot to specify no returns when I put the item up for sale, and that I was out of luck in as far as being able to hang onto the money. Initially, I told them I would refund their money provided they send a picture of the damage. A couple more messages after that and I still haven't seen any such photo, and the more I think about it, the more certain details don't add up. In desperation, I went back to the original auction page, and found that I had in fact specified no returns, which brings us up to present.
As far as eBay is concerned, am I obligated to accept the return and give them a refund based on telling them that I would at first, or am I still able to refuse without risking whatever disciplinary action against my account? This has really been wearing at me since the whole situation began, so any help would be greatly appreciated.

Saying no returns doesn't matter at all since the buyer is saying it was damaged you need to accept the return

Just to add to the other response, when an item is damaged in shipping or otherwise is not as described, you can either (a) accept the return and refund when the item is received back, or (b) refund the money without requiring a return.
One other thing .... items damaged in shipping are typically eligible for insurance claims if it was shipped with insurance (Priority Mail, UPS, FedEx include insurance, though FedEx through eBay seems to be a difficult process), and returning it is not necessary. Having your customer give you a photograph is evidence for the insurance claim, but they would need to hold onto the item in case the carrier wants to inspect the item.

Very simple. Just tell them to return the item for a refund and issue them a return label. And then refund after you get your item back.
If this is a legitimate issue, they should be happy to return the item at your expense.
If it is not a legitimate issue, with any luck, you will never hear from them again.

I'm sorry you are in this situation, but no returns is not applicable since the item was received damaged. The MBG overrides your no returns policy~get the item you ordered or your money back.
You need to accept the return, or you can refund without requiring a return. No returns doesn't mean the buyer is stuck with it, I'm sorry, but it just doesn't work that way. If you don't accept the return, or just refund, and the buyer escalates, you will get a very serious case closed without seller resolution defect that can hurt your selling privileges.

Assuming the buyer starts a return.
You don't have to accept a return or refund if the buyer ships it back without an open return "case" or a SNAD.
Buyers say lots of things, it's when they DO things that it becomes a problem
