Well, the GSP does the opposite of why it is designed ! Items are stuck with no real reason and not returned to sender. Global Shipping Center could at least say why some guys elsewhere decide that such or such item is restricted.
I have ordered a Microsoft Hololens from USA to France (paid in advanced with import taxes, delivery fee and so on) ... and I just learnt that my parcel is "undeliverable" and stuck at Global Shipping Center.
WHY ??? The item is not restricted to export by any US rules, the Hololens is considered as a PC Tablet :

The seller won't get back his item but will keep my money. I understand that eBay will refund me and PB/GSC will sell the Hololens I have purchased ! (Can someone from eBay confirm this for me ? )
A lot of people is complaining of this weird Global Shipping Program which does the opposite of why it was created. If I had known the seller was going to use this infamous sending program, I would have purchased elsewhere. I have been an eBay buyer since 2005 with 100%, but I believe that I will stop using this platform if we cannot trust the sending system which allows itself to make its market with the objects that it must convey , without having to give any explanation to anyone! 😞

France has restrictions on "computer software" and "electronic games". Depending on what category the Hololens was listed in, I would bet that whoever checked the item flagged it for one of those reasons. It is true the seller won't get it back, and the GSP sells off in bulk items that are "abandoned". Listings using GSP should be very clear to the buyer before purchasing in the shipping details of a listing. And the GSP does exactly what it is supposed to, it takes all the pressure of international shipping off the seller, and places it firmly on the buyer.

No, there is no import restrictions on "computer softwares" nor "electronic games" to France. And if you take a look on the Microsoft link supplied above, the "Hololens" is considered as a Microsoft Surface.
In addition, the Hololens is sold too in France.
And whatever the reason why PB "keeps" rhe parcel, it is abnormal they don't give any explanation nor a mean to dispute !

Then it is likely France has protections for their home industries/ retailers.
Sometimes these also are safety concerns. For example, European electrical outlets are vastly different from American ones as are the voltages.
EBay gave sellers this boilerplate a few years ago for exporters to warn their foreign customers.
Import duties, taxes and charges are not included in the item price or shipping charges. These charges are the buyer's responsibility. Please check with your country's customs office to determine what these additional costs will be prior to bidding/buying.
It is NOT the seller's responsibility to know the rules of every country we ship too. That is the duty of the buyer/importer.

This has happened to me today: item has been classified as ‘undeliverable’. The item in question is Collectable Novelty EIT Marmite Jar Shaped Ceramic Toast Rack 4 Slice Holder bought by a German buyer.
The seller - me- has been refunded the buying price and the buyer has had their payments refunded; that leaves the toast rack. eBay hasn’t paid for it but can resell for whatever they can get for it. All wrong!
