This counts only as delivery attempted.
Are you asking this question because buyer has opened an INR case?
If no case is open then I would message buyer that tracking shows delivery was attempted and no access to location and he should contact his local postal delivery office to make arrangements to collect his item or to arrange redelivery.

If your buyer has not opened a case against you for non receipt, I wouldn't worry about it yet. No delivery access can mean anything from a car accident blocking traffic, to a crew is doing tree trimming work and has the street blocked off. In my humble opinion, that *no access* card excuse is sometimes abused. I had a buyer situation similar to this. The postal delivery guy would have possibly had to of walked an extra 20 steps to deliver the package [fresh sidewalk concrete had just been put down] and they did not see fit to do that. My buyer was upset at the USPS...not me. Everything worked out fine though.

Thanks, I did that, but no response, maybe the PO will ship it back to me, it's Priority Mail.
