Can I Close  a case that i opened by mistake and open another?

What kind of case did you open and with whom (eBay or PayPal or your credit card)? And what kind of case do you want to open and with whom?

And did the transaction(s) take place on eBay.com? Or one of the other eBay sites?

No, you can't go the other way: First, an INR Item Not Received refund request, and then a return request.

Start over and open an INR dispute at PayPal, if that's how you paid.

I do not have a tracking number because the item was never sent.

You don't need a tracking number to open an Item Not Received (INR) case.

I know but if I opened by mistake a claim that asks me for a tracking number I can not open another case for the same item.

Okay: you've already opened a case in eBay to return the item. Is that correct? When you filed that case, you were asked a reason for returning the item. What reason did you give?

Now, instead, you want to file a claim that you did not receive the item. Is that correct? Since you cannot file that case with eBay (since you already filed your return case by mistake), you must file the claim through PayPal. They will not ask you for a tracking number.

ebay only allows you to file one case per item.  You already filed a Returns Request, and then closed it.  Now you have to file with Paypal.

I'm under the impression that you can open one (1) INR case and (1) Return case per item ... it is possible that you cannot open an INR case after a Return case has already been open and closed.
