Well, I had (And still have) this problem the past year, I purchased an article on eBay on June 3rd of 2020, but the seller never shipped the article because he had troubles of shipping with customs to my country. Then, like two months later or so, that problem persisted, so we agreed with the seller to make a refund of the article, because the article never got shipped.
And here's where the real trouble begins, because my real trouble it's not with the seller, it's with the platform. So Ebay makes the refund, but before, when I buyed my article, I payed with a debit card, and when they made the refund, the debit card was expired!!! And soon later we updated the account with another New Debit Card, but we got no money on the her. And on its page, the refund for my purchase appeared as done, but in the expired Debit Card.
So, we tried to solve the issue and contact the eBay Customer service more than 10 times between past year from now, but we have problems because the article data appears in my account, but we try fill the required field of Item number the page returns an error and says that no such article exists or never existed!! WE TRIED ANYTHING, THE ITEM NUMBER, THE EBAY PURCHASE REQUEST THAT APPEAR ON MY PURCHASES OF LAST 12 MONTHS, EVERY DATA THAT APPEARED FROM THE ARTICLE, and again, the page returns error, so the page force you to put an Item number to solve your problem, however, as I explained, ANYTIME I PUT THE NUMBER ON THERE RETURNS ERROR, SO I can't contant the eBay Company, BECAUSE THE CUSTOMER SERVICE WORKS Like that, and I searched through all the service topics on their customer service page, but gives me the same problem again, again, and again.
Worth to note: The original page of the article I purchased was deleted, so I can't get more information that the one that appear on my shopping history.
A final Reflection: Again, even with their money refund program, to the moment to solve something, the buyer gets harmed and disadvantaged, and company does nothing about it, or simply just doesn't care. Looks like David vs Goliath, but with the exception that this time "David" is losing the battle against a giant.

Now you say you have a debt card and it expired, do you still have an account with the bank? Because typically banks will do one of three things if a refund goes to a expired debt card
Honestly I think the bank may not have known what to do and did not do anything with the funds. If I were you I would call them to let them know about the refund to your expired debt card. They might be able to deposit the refund into your account. Worst case, the seller may have to contact the bank and transfer the funds to you another way (ie paypal)
