I did not get this package, I contacted the seller, I was told that they would make my money back and that they did it, to wait for a few days and to check if the payment was lying, I did it, the money was not leaked nor paid On my account, I wrote to them again that the money did not lie and begged them to make a payment because the package did not arrive, the answer was that I could not make a return because 60 days passed and that the paypal does not allow the money to be refunded, please Determine what is happening, and if you can solve my problem, it's not up to money, but many other customers will be deceived, like me, thanks for understanding

This is not true (unless you used a pre-paid card). Otherwise, you have 180 days from the date of purchase to file a claim on PayPal.
If you used your PayPal balance to purchase the item, Go to PayPal and file an "Item Not Received" claim at their Resolution Center. Debit/Credit card transactions do not typically show up on your PayPal account, so you would need to call PayPal customer service to get them to help.
Another route to go if you used a debit card or credit card to purchase the item, is to file an "Item Not Received" (Chargeback) with your card company.
