Technically she voided her buyer protection when she refused the packages. You can either a)do nothing until she contacts you. b)refund the item price only. or c)refund in full and get a final value fee credit.

I have to wonder whether something untoward may have happened to the buyer since the seller has not been contacted.  Someone else in the home may have refused delivery, or some other reason why the packages were refused.  After all, the seller has the buyer's money...

The denial of MBG coverage is only an eBay thing.  PayPal has no such denial of buyer protection, as you are aware.

A refusal of the item voids the eBay MBG. I would print off (to pdf) the tracking info showing that and wait to be contacted by the buyer. At that point you can choose what to do however, you are under no obligation to refund the buyer, especially in it's entirely.

If the buyer doesn't get back to you (pick a reasonable time frame), refund them less the shipping.

I wouldn't do anything.

First make 100% sure that they didn't open them and retape them (check the bottoms). If they did then this is something that needs reported to the Postal Inspectors.

If they didn't then just refund minus all postage and fees.
