can not list an item to sell

I tried to list an item today to sell and I get the message: sign.ebay.com  refused to connect - what is the problem?

This problem has been occurring for over a day now. I talked to eBay directly yesterday. They said that they knew about it and they were working on it.

Only way I have been able to list is using the app on my phone.
