Every state has different reporting requirements for 1099K. You still have to report your "gross earning" to the IRS even if you don't receive 1099K.
EBAY has "easy to read" 1-page report that shows YTD totals for (orders, refunds, EBAY fees, shipping expense). If you file as a "business" you can deduct expenses (EBAY fees, cost of goods, mileage, refunds, shipping expense, office supplies, packing materials, etc). You pay Federal tax on "net amount" after all expenses are deducted.

It's still $20K AND 200 transactions, unless you live in one of the 6 or 8 states that have set lower thresholds.
This announcement from eBay says that Illinois has set the thresholds at 4 transactions and $1000.

For 2023, the federal thresholds for 1099K reporting are $20,000 in sales AND 200 transactions.
Say you sold $25,000 in 198 transactions during 2023. No, eBay will probably not file/issue a 1099K to you.
However !! Some individual states have lower reporting requirements than the federal requirements.
I don't know what those reporting requirements are in your apparent state, Illinois.
Further !! Those dollar amount and transaction count requirements apply only to payers such as eBay. eBay must report to the IRS, meaning eBay must send 1099K reports of those sellers who have sales of at least $20,000 and 200 transactions during 2023.
Even if you do not receive a 1099K form from eBay, you are supposed to list all your earnings on your tax return form, 1040 or a version of it that you may qualify to use.
The IRS expects each US taxpayer to report, on the 1040/version form, all of our earnings during the year, whether eBay (or Etsy, Poshmark, Reverb, etc., etc.) is required to send a 1099K form to them (IRS) or to each applicable taxpayer.

Whether you receive Form 1099-K is also dependent on what state you live in. Not all states follow the IRS filing threshold and instead implement their own requirements.

Reporting threshold should not change the amount of taxable income you’re required to report. All personal and business income you make should be reported on your tax return, whether you receive Form 1099-K or not.
