Did you sell them on a different account. This one doesn't show you sold anything in the past 90 days?
Are you waiting for payments from your buyer or from Managed Payments.
Ebay has had a rule for many years that pertains to New Seller and sellers that have been away from selling for 90+ days. The following is the policy that outlines why you money is likely on hold.

So you can increase your sales and sell more items. Just focus on continuing to try to improve your store and the items you plan to sell. Try not to dwell on negative things, but stay positive and have a positive outlook.

Your selling limit it what it is because that's what ebay decided to make it.
But that wasn't your original question.
Your original question was:
"why exactly are selling limits increased?"
Answer: So that sellers can sell more.

There is often a waiting period of up to 30 days for new sellers before you receive your funds. If you have done everything correctly, your funds should arrive soon. Always make sure eBay indicates it is time to sell, not by a message, but in the actual listing. Good luck, and keep up the good work.

It has been my experience that I started with a very low selling limit, and then it increased steadily without me having to do anything. I didn't request any increases. I didn't even notice it was increasing, but I just noticed I could list more and more items. Now my selling limit is pretty high, certainly higher than I need. So, I assume it was based on my sales and my providing good customer service to my customers.

What day did you sell the things that you haven't received payments for yet? Did eBay indicate to ship and how much funds you will receive? Did you mail the items already?

im not talking about what i sold. one time they said to ship. 80 million.
