Perhaps eBay has an issue with baby formula because it's number one with shoplifters and their fences.

There was that time where it was hard to get and sellers were charging a lot for it. Could be it is still blocked as an item for sale. And if are selling it...its only a matter of time before they are blocked from selling it.

The page I linked to has a notice that it was recently updated...
I will take a wild guess that the page may have originally had restrictions due to Covid price gouging and now has restrictions due to high rates of theft related to baby formula.
Or perhaps my guess is off............doesn't really matter, eBay has requirements to sell formula, their reasons don't matter.

I don't think it is that you can't sell baby formula on Ebay, it is you must be pre-approved by Ebay to sell it. You should contact Ebay and see if they are accepting more sellers for this product.
It is tightly controlled because of price gouging. While it may sound surprising, there are still shortages in parts of the US.
I would suggest that you contact Ebay for Business on Facebook or Twitter for the better trained CSRs.
