Sold a high value item worth $8000.
Buyer in New Zealand and zero feedback. I'm thinking i should cancel?

Your zero buyer from NZ could very well have been someone who has been searching for a long time for exactly what you were selling, saw your item, and sprang for it. Sure I've always been a little nervous when selling a high ticket item to a zero buyer, especially if they just signed up, but I've always gone through with it. I wouldn't be able to look myself in the mirror if I backed out on a deal I made, no matter what the item was worth. If they pay me, it's getting shipped. No matter what their feedback is, I'm living up to my end of the bargain. It's always a risk. Everything.

YES. That's it, in a nutshell. For an $8,000 jacket, you ship it with nothing less than end-to-end tracking, and anyone dropping that much on one item should not suddenly be pleading poverty on the shipping.
If you have to dig into your own profits to use a faster, more-expensive Shipping method that ensures proof of delivery but which you didn't charge your buyer for, so be it. Proof of delivery will be paramount here. After that, then you can start to worry about Significantly Not As Described disputes, etc.

Send it fedex express as others have stated. Insure for full value, online signature will happen. They say they didnt get it, you have proof. I would have no issues. I have had zero issues with new Zealand in the past. My only negative places have been Brazil - Who I have banned, Russia, Whom I have banned. Canada, Japan and Italy. I have my international to most places set up with ebay anyway. That all being said, just ship as others have stated, You will have the signature. Take a billion pictures of the Jackets before you ship so you have proof if they return and fail to send it back. Everyone was zero once.

I believe Fedex International insurance maximum is $2,000. At least it was when I sent an expensive piece of jewelry to Australia.
So you may have to send each jacket separately.
I sent with insurance and online tracking. It cost $100.
But door to door that piece of jewelry went from my home to the buyer's in one week, and I got tracking updates every step of the way.

Thumbs up. Ship it with end-to-end tracking and signature confirmation if possible. I don't worry about shipping to NZ any more than I do shipping within the US. I've had a lot of seamless transactions with NZ and AUS and packages usually make it in 6-7 days whether I'm doing the shipping or the shopping.
Check the other high-value items you may have listed and adjust the shipping settings to destinations you feel more comfortable with.

Upon further research fedex offers restricted adult signature delivery. Meaning only adult at address with valid ID can sign. The cost for insurance shipping a whopping $450.
The value of the package is making in complicated. Need to file for a temp export license, who knows what that means in terms of any further charges on my end. If anyone has dealt with this before would love to know the ins and outs? Hindsight I need to remove international shipping with these high end listings but **bleep** did I know I get lucky with 2 big sales, just unfortunate with the shipping and lack of buyer history.

New Zealand is eligible for delivery confirmation with USPS Priority International shipments. You can only insure up to $2,499 but you can ship the jackets in 2 separate packages so they both have some coverage.
USPS offers international priority medium and large flat rate box options and calculated shipping. You can request a return receipt at time of shipment but I think you have to ship at a USPS counter to get that feature. I used it once and they e-mailed a copy of the signature upon delivery.

Problem is from experience of shipments under $2500 but higher in value that passes countries import threshold. Normally a invoice is required for pick up or need to verify cost. It would be better to mark it at value that requires no import duty thus forgoing any insurance, and possibly leaving one open to further scrutiny with authorities, though that's another subject and not one that I would want to get into
Lesson learned - no international shipping of items more than $2500. As far as this transaction I'm still undecided, the export rules are confusing and I do not want to be on hook for a lost in custom package due to my inexperience with export rules

Explain all this to the buyer and stress that there may be additional import duties and taxes at their end. Maybe they'll give you an out for cancelling.

OP, my $0.02 is that INR isn't your main issue, since that can be easily handled. Your big risk is SNAD with no legal recourse at all if something goes wrong. For smaller dollar sales that's no big deal, but $8k is a different story. Perhaps there are people here willing to serve as a factor or guarantee for the transaction for a %?

I simply do not see this working out well at all which is part of the point of trying to get the buyer to request cancellation.
If nothing else, in the past some sellers have simply chosen not to ship. When the buyer files the Item Not Recieved complaint, the seller voluntarily refunds in full. That's not really the right way to do it, but it beats risking a high dollar item.
What would I do? I would not list anything valued at over $100 here.

The OP needs signature confirmation. Just delivery confirmation won't cut it. They need to use USPS global express, which is really Fed Ex.

I thought that sticker shock would cause buyer to request cancelation, nope!!
buyer seemed like it shouldn't be that high but if it is they would deal with it when it was asked for.
Either $$$ to burn or, naive to think gov wouldnt look for their cut or, scam and I'm going to loose product???
