what is the fee for promoting a item?  Im not sure ... I tried to find it . but no luck.

You give to decide what percentage you want to pay (minimum is 2%).   If customer clicked on your promoted listing and then makes a purchase, you are charged extra 2% of total amount (purchase price + shipping + sales tax).

It's variable. You decide how much money you want to waste promoting something.
