i see a section called "product identifiers" just below the specifications section of a few listings. i tried to open a listing from that listing with "sell similar" option but the section didn't show up in my listing. how can i apply it for my all listings? i guess i can't add the information here manually.

In the 2nd image what has happened is that for that particular upc eBay has created a catalog page for that particular product. The tell tell signs that eBay has created a catalog page are the "About This Product" header and the ePid or eBay Product ID #.
In the 1st screenshot the UPC will show in the item specifics section when
a) a catalog page does not exist
or
b) when a seller chooses to not include the eBay catalog information in their listing.

It isn't for all categories. If they don't show up in your ISBs [item specific boxes], just create your own ISB to add the information.

I try to add upc to my listings whenever possible, but in some of my listings the upc information appears under the "item specifics" heading (as in the first image), while in others the product identifiers heading is automatically generated and the upc appears under it (as in the second image). what is the reason for this difference?

That is fine. Add the UPC there. As long as the buyer can see the info, it really doesn't matter if it is under the ISB heading or under Product identifiers.
Why is this important to you? Maybe if I understood that, I could help you better.

We are a reseller company. the visibility of this section in our listings contributes to the corporate image, contributes to customer confidence, I guess it also contributes to the visibility in terms of seo.
and i just love small details 😁
