Cancel the transaction selecting something is worng with the buyer's address. Refund the price of the item alone and relist. It's your option if you want to block that buyer. They will want you to ship it for free again but I'd suggest changing to calculated shipping in case of a second purchase.

I am assuming this was for an item you sold and shipped only to have the item returned because the USPS could not deliver it or the person at the shipping address refused to accept the shipment and the item was returned to you.
If you are unable to contact the buyer or they are not responding you are under no obligation t do anything until the buyer opens an INR case or a chargeback. If this happens refunding the buyer would be the ethical thing to do but I would only partially refund. Total Cost - (shipping + eBay fees + .30) = refund. However I would not refund until there is some action from the buyer and only work the process through eBay.

IMO Refunding the buyer is the ethical thing to do without any sort of case being open. It would be unethical to keep the item and the buyer's money.
The item was shipped with free shipping so shipping charges aren't in the equation as far as the refund amount.

what is fair is to refund the buyer the money minus shipping and all ebay fees. the seller should not pay because he does not have the correct address. buyers who cant or will not read should pay the price. the people who post here who think sellers should refund the full amount should think about this: what if the seller makes a mistake and ships it to the wrong place, should the buyer pay to have it shipped the second time? many of the new buyers think the buyers are always right. if a person makes a mistake, why should the other person suffer.

You aren't obligated to do anything so you can keep it or junk it. However, I would probably check with the seller and if they want it sent back to the correct address, they can send you a return label.
