I posted this back in July under "ask a mentor" but never received any replies, so I am posting it again but on this format instead eBay Community is most helpful for me.
When a buyer places item on their "watch list" how long does it take before a seller see it on their Sellers hub for " listing eligible to send offers"? Does this happen pretty much instantly or does it take 24 hours or more before sellers see it?
Also, when a buyer declines an offer or the offer expires before they can respond are they able to place item back on their "watch list" for another offer from the same seller? Or was this their only chance?

Listings are not removed from a member's Watch list after they receive an offer and let it expire.

Listings are not removed from a member's Watch list after they receive an offer and let it expire.
But if the seller makes an offer at the same price as before, it will not be sent to that buyer. It will be sent to buyers who have not received an offer,

Just because a buyer adds item to their Watch List does not mean that you can send them an offer. Many buyers do not want to receive offers and have opted to not receive offers in their Preferences.

It was the seller's only chance to send an offer to that buyer. If it's listed OBO, the buyer could shoot an offer to the seller.

It should happen almost instantly but that is dependent on the stability of the eBay platform which has been, to say the least questionable, this week.

Or was this their only chance? I have a number of items on my watch list that have never gone away and for which I have received multiple offers from the seller. Many of these items I have no interest in purchasing to begin with.

Others have answered this already (above), but a thought occurred to me just now: I'm wondering if it's possible to "reset" things by taking an item off your Watch list and then putting it back on again...? 🤔
