Hello,
I'm trying to revise my listing. 3 of the images didn't upload. However, when I try to I get this error.
I have a negative rating so I can understand not being able to post more than 1 listing at a time. However, I'm trying to revise an already active listing. Has this happened to anyone else? No one has bid yet so should I just cancel the listing and try to repost?

With a -1 rating, it's highly unlikely that anyone will bid, and most sellers have preferences to block negative ratings, so you likely won't be able to buy from many sellers either.

I know but how am I to improve that if I can't sell anything else. I've already had someone buy something from me after this rating. Lucky me my first interaction on ebay was with a bad customer and yay! negative rating. I'm also not looking to buy anything on ebay either. I'm just getting rid of odds and ends around my house so that's not really important for me.
But I'm trying to revise my listing and am looking as to why I was getting th is error.

I'm not sure why you're getting the error upon revising.
I was making a subtle suggestion. It's unfortunate your first sale did not turn out well for you, but the reality is that it's very difficult to sell at all with low feedback, even more difficult to get interested buyers with negative feedback.
You can likely improve your feedback score by shopping, but as I hear only a fraction of sellers leave FB. I have known Chinese sellers to be pretty good about leaving FB. You would be able to get out of the negative. Not everyone looks at FB, but everyone looks at how many you have.
The restriction was probably put in place because of the negative score, and it will probably apply for the month. Removing the listing would probably not allow you to post a new listing because the system isn't smart enough to subtract ended listings without sales.

I appreciate your feedback! I understand the difficulty and am actually very nervous about selling on here now. But we shall see how it goes. Thank you for responding to me very fast. I went ahead and just deleted the listing and revised it. Hopefully it sells!

Did you respond to the feedback they left? If you can do that and say something like, " I tried to make it right and wish they would have let me" or something to show proactiveness that might help. I always look to see the sellers response because I know that buyers can put anything they want for any reason.
Also, in your listings, you could state that you are selling a few of your personal belongings and that you accept returns. Most people won't turn away from a great bargain on something they want.
