EBAY Money Back Guarantee gives customer 30-days (after delivery) to complain. However, credit card company usually allows 6 months for customer to "reverse payment".

Buyers are not required to show or prove damage. They just have to say it was damaged and file a case with eBay 30 days from the delivery date.

eBay allows 30 days after delivery
Credit cards allow 180 days

What do you mean by "mention it"?
In feedback?
By filing a dispute?
My messaging you?
Can you be more specific?

Common sense dictates there should be but unfortunately, apart from the standard thirty days, there isn't.
Unscrupulous buyers are free to use eBay's guarantee as breakage insurance. For example returning an iPhone because of a broken screen even though they've had it for weeks.

Banks which issue credit cards set their own limits and some banks may allow a payment dispute over shipping damage for as long as a year.

As long as they have a computer and know how to contact you they have an unlimited amount of time.
Returns through ebay are up to 30 days from the last estimated delivery date

Yes. The buyer approached me by message more than a year after they bought a set of collectible canisters and said they were all smashed up and there were two sets out four missing. Impossible. My reputation is really good and the few times that this has happened over the years I lose out completely even though I wrap extremely well. Gorilla shipping tactics notwithstanding. Comes with the territory yada yada. I have replied and asked for pictures in order to approach usps but feel a little bit like I'm being carpet bagged to be fair. Any advice would be good.

That is not completely accurate. A buyer has extra time over what Ebay offers to contact their Credit Card company [if one was used for the payment] and place a charge in dispute. That puts that amount on HOLD on the credit card while the dispute is investigated.
The length of time a CCC may allow for placing an amount in dispute varies depending on the rules of that specific CCC. The cards I have personally allow 60 or 90 days to file a dispute. So if this is something you are considering doing, check the rules for YOUR credit card and see what your rights are.

By message. It's been a little over a year. They said that they had been sick and hadn't opened it and that there were missing pieces and the rest were smashed up. Totally impossible for any pieces to be missing. I packed it myself and it was a set I had sold for my sister. Also, I have a very good reputation and am very conscientious. I have asked for pictures but only to use if I can help them with a usps claim. I'm not even sure that can be done.

That timeframe @aproudparent2010 will depend on the rules of the credit card company involved. It is not the same for all cards. None of the cards I carry personally offer anywhere close to 180 days to file a dispute.

This has been just over a year! They said they had bee sick and too broke to take the loss. They said that pieces were missing, impossible, and the rest was all broken, possible even with my very careful wrapping. 723 people can't be wrong. Who knows. I've asked for pictures of everything and suggested that maybe I could try to go through usps? Not really sure what else to do.

Are they just informing you or are they asking for something like a refund or something else?
They have no way to enforce any claim on Ebay as they are long past the timeframe. If they used a CC to pay, it will depend on the rules of that CC, however it is highly likely they are well past the timeframe to file for a disputed amount.
What are they asking for in the email?

Oh boy. It has been over a year so maybe it'll be ok? They said some pieces were not there. impossible. And the rest were smashed up. Possible although i am an excellent wrapper. I have offered to chase it up through usps.
