Sold a 100. item, it is clearly in who knows where in usps land. Offering buyer total refund with sorrys o plenty. Once I do...can buyer still give me my first negative ever? With a total refund...and a mistake out of my hands?

Did you just refund the buyer and leave the transaction active?
Or did you cancel the transaction?

I have done neither..yet. And I have no prob refunding...but if I do, I feel neg fback is innapropriate and punitive?

Whether you refund or not for your lost parcel that is MIA, the buyer can leave negative FB for you.

Do not be held hostage by feedback - it doesn't have any impact on your metrics and a lot of the times buyers don't even bother looking at it, even though a first neg is kinda painful.
Just do the right thing as you see fit - that's all you can control.
Depending on the FB left, it may be eligible for removal, but don't depend on that. Just use best practices.
