Almost all of us use eBay's Managed payments and no little to nothing about Payoneer.  I'd advise you to ask them for help, not us.

Did you also link a credit card for seller fees that aren't deducted from your payout?

SL requires you to have a business license to sell. 

Your name and address on everything has to exactly match your National ID.

Are you linking the correct type of Payoneer account? A business Payoneer account to a business eBay account or a  personal Payoneer account to a personal eBay account?  You can sell on either one but they should be the same type.

If you did all of that in 2-4 weeks you will get an email letting you know your account is activated and you're all set.
